Re-issues a magic link to the merchant's registered email address. Useful when the original link has expired or was not received.
Only valid for accounts that have not yet completed KYC
(PENDING_ONBOARDING or KYC_PENDING). Returns 409 Conflict if
the account is already ACTIVE.
