ADMIN
Returns a short-lived presigned URL. PUT a UTF-8 text file of voucher
codes to it, one per line, then pass the upload_id to
POST /admin/vouchers/import.
The URL accepts a single upload and expires quickly; request another if it
lapses. An upload that is never imported is discarded on its own.
