ADMIN
Archives the campaign. Nothing is destroyed and nothing downstream
breaks: orders, vouchers, checkouts and wallet entries all reference the
campaign id and keep resolving, and machine clients bound to it keep
receiving tokens.
Campaign rows are never deleted because every one of those references
would be left pointing at something that no longer resolves. To stop a
campaign authenticating, clear its client_ids with PATCH. To bring it
back, PATCH archived_at to null.
