ADMIN
Requires the funtrips/admin.users.write scope.
Sets the administrator's roles to exactly those supplied. Takes effect on
their next sign-in or token refresh, since permissions are fixed when a
session is issued.
The email is supplied in the body rather than the path so administrator
addresses do not appear in request logs.
